What will be the appeal forum against the decision of the National Human rights Commission? Supreme Court?

As NHRC is not a quasi judicial forum, it doesnt adjudicate upon the rights of parties- there is no provision to file appeal against any order of NHRC.
However, against any administrative order of the NHRC, an application for judicial review (Writ petition)can be filed in HC.

Yes, Rajesh Kumar rightly said about the powers of NHRC. It can make recommendations but cannot pass enforceable orders or impose costs, direct compensation.
