govt service matter

(Querist) 18 June 2011 This query is : Resolved 
sir,
any person served 17 yrs in state govt till 1983 then got selected for central govt services and expired in 1994 after completion 10 yrs of service thus his wife is getting pension in minimum basic pay scale

does his past service in state govt be added to central govt pl suggest

The service,though Government,not taken as continuity of service since State and central are different entities

thank for reply
but one more thing i forgot to write that he had technical resignation from first post(through n.o.c. he applied for central govt post)and after selection in last service that n.o.c was submitted and still in records. but administration did not allowed to combine both periods of services

If he had technical resignation, then he might have maintained lien in his first service and he might have got pay protection.
it does not confer any right to claim his first service.
