Identification of resident

Respected experts,
In our twelve flat apartment one flat-owner
is not staying in his flat since begining he
is giving it on rent.can he be considered as
Resident like others.pl. advice.

he is amember of your society . he has purchased the flat from builder like you and has been given share certificate .

merely because he has given flat on rent does not mean that he ceases to bea member of society .
