I have applied for an information from DIOS siddharthnagar ,comprising copy of an order/note sheet ,he is denying to provide the same in writing, on the ground that,it is a confidential document
is he right?

MAY BE, BUT YOU CAN APPEAL AGAINST HIS DECISION TO RTI COMMISSIONER (FIRST D.C OF UR DISTT.)
IF YOU ARE NOT SATISFIED WITH HIS ANS.

Yes as my friend said the officer as per RTI Act has to give in writing the reasons for not furnishing the desired information and he should also mention the name of the appellate authority in the event the applicant wants to prefer an appeal. If the officer refuses to do so. You can directly approach the appellate authority along with the proofs you have.

RTI also provides certain ground for refusal to disclose certain informations but if u r not satisfied with the refusal/ reply, u may appeal before the commissioner.
