A female govt employee simply has to give a plain paper declaration for change of surname due to marriage and divorce. You marriage is valid even if not registered.

A marriage is valid even if not registered is true but it is always good to go far it.

It is now compulsory to register the marriage.

However as non-registration of marriage doesnot entail any penalities, people assume it is not compulsory/
