Going by the details of the query, your sister and your nephew are entitled for share in the property of your brother in law. If the in-laws are obstructing, then you need to seek legal recourse to get the property, however, it has to be mentioned that your in-laws too have a share in their son's property as class I heirs,further, if your sister is not earning or her earning is not sufficient to sustain her livelihood and necessities of life she can also claim maintenance from the in-laws. It is therefore advisable to contact a local advocate who can do the needy in your case.

I adopt the answer stated by Mr Vishal.Now a days its all computerised system in all the departments, so getting servey no,cts records no etc... can be detected by telling the problem and also the full name of ur husband by means of understanding request to the concerned clerk. Name can be detected and numbers may be avilable, take the hardcopies of that property records to file the case.
