Mc members limitation for taking decision on exp

I need clarification on what is the amount of expenses that can be decisioned by the MC members without taking all members consent. is there any limit set as per by-laws. these expenses may of purchase of any assets like computers or repairing expenses.
petty cash can be kept upt to 1500/-

Sir,
The relevant sections of Model Bye-Laws of CHS - 2014 are cited under for your information:
144. The Secretary of the Society or the paid employee, authorized by the Committee in that behalf, may retain in his personal custody, at the close of every day, a sum, not exceeding Rs. 5,000 (Rupees Five Thousand only),for petty expenses. If due to unavoidable circumstances, the cash in hand has exceeded the above limit, the excess cash shall be credited into the bank within the next three days by the Secretary or any other person authorized by the Committee to keep cash in hand.
145. All payments in excess of Rs.1500/- (Rupees Fifteen Hundred) shall be made by means of crossed a/c payee's cheques.

my question is can MC member take decision on the expenses of purchase of asset like computer or repairing of building minor amount of Rs,25000/- or on their own without taking body meeting to take the consent of the members.

Sir,
Any expense of any considerable amount has to be sanctioned by majority of members at the AGM or SGM of the society.
