How one law graduate can get the membership from BCI without having certificate of practice from BCI?

My friend is in Practice of CA but he wants to get the membership of bar council and not to wish to do the practice in law and continue to CA practice.

To enroll with the Bar council, it is necessary to be a law graduate.

He is of course the law graduate..But along with CA in practice he is just looking for membership but not the practicing certificate of BCI.

He can enrol himself with BCI. Then get his Sanad suspended.

Is getting enrollment possible without leaving the practice of CA? Isn't 'SANAD' equals with 'Enrollement'?
