No parents can not be held responsible.
The person (accused) can be declared Proclaimed Offender.

Dear Querist,
Merely borrowing money and not paying it back is not an offence in itself, though is a civil wrong/tort/breach of contract.
However in some cases where a person is entrusted with some property with trust for some purpose, and the person with a dishonest intention misappropriates it or converts to own use - the person is liable for Criminal Breach of Trust.
And if the money was begotten in the first instance with a fradulent intention to induce a person to pay by putting him under deception may amount to cheating.
As regards the second part of your query - in absence of any conspiracy/common intention with parents - parents are not liable with or without notice. No liability can be imposed merely on account of relation with accused.
