you should file a criminal defamation case before the criminal court of your area. you can not file an fir in a police station for a defamatory publication by a news paper or any person. You may file a civil case too.

moreover publishing something in a news paper dose not amount to forgery. It may be defamatory.

You can file a criminal complaint under section 499/500 IPC in the given facts and the adopted procedure is wrong and. illegal

156(3) is for offences that are cognizable - Defamation is not....as regards Forgery u/s 465 - I really don't understand how are you trying to make that out

its not a case where offence under S. 465 is made out.
the contents of a news paper otherwise are not admissible but for the purpose of defamation its certainly a document...because it has been published at large and reputation has been damaged.

How is forgery made out and against whom you have filed the complaint?
As rightly advised, you should have filed for defamation.

Dear Neeraj,
I hope your main problem is about the legal definition of "document".
But, I am not sure, whether as an advocate you would have referred to and produced before the judge, the definition of "document", as provided in sec.29 of the IPC, according to which:
"The word "document" denotes any matter expressed or described upon any substance by means of letters, figures, or marks, or by more than one of those means, intended to be used, or which may be used, as evidence of that matter."
Hope that can serve your purpose in your case.
