OBC caste certificate

My surname is Walia which belongs to Kalal caste. So I have applied for OBC caste certificate under the caste kalal which comes in centre list of OBC for Madhya Pradesh state at serial no. 38 and it has been issued by the authority also. On the basis of thst certificate I have applied for government bank jobs and used this caste certificate with no issues and I have been selected for IDBI bank. Now I went for IDBI documents verification on 2nd may 2016 and my OBC certificate date is 29 April,2015 ;which is more then a year older; so they asked to submit a fresh OBC certificate. So i applied for a fresh OBC certificate but this time SDM denied me of issuing the certificate stating the reason that Sikh does not comes under OBC and walias are not kalal. Since my parents doesnt have OBC certificate, I am the first one to have the certificate. So what could be done in this case ???

Has the SDM rejected your application for issuance of OBC Certificate, in writing?
Are you sure (with evidence) that your caste is specified under OBC catagory?
If so, move to the court file a declaratory and permanent injunction suit through a local prudent lawyer.

You never stated if you actually belong to that cast or merely using surname

If the SDM refused in writing, discuss with local lawyer and move to court.

The determining factor for Caste is parentage and not surname. The question is, do you really belong to OBC?

Dr JC Vashista no he dint refused in writing. We will be going to ask that in written. As mentioned I dont have any proof that I belongs to OBC except the earlier caste certificate issued to me last year.
Since I need it for my job so I asked him to sign but he denied... he said earlier certificate is not correct.
Now what i can do??

Sudhir Kumar I actualy belongs to kalal caste my ansectral jassa singh ahluwalia was a kalal. He was born in ahlwal town so he was commonly known by ahluwalia and he started following guru hargobind singh ji so he adopted sikhism. Thats from where sikh kalal originated. Since in MP not much be known about ahluwalia and sikh kalal he denied.
