Payment of salami

Sir, I have my house in a Khas Mahal whihc is leased to me by the government. Now the Govt is asking over 3 lakhs/acre as salamy and tax for the renewal if the lease. Is it needed to pay the Salami when i am the tenent of the same land? Is not the payment of Salami once and for all at the onset of the lease at the first time? Please give me expert advice. As per the agreement Salami is only a one time payment and the tax could be re assesed. That also not more than 100% of the previous year's tax. The land is Khas Mahal on which we have built our house. Now for the renewal of lease do we need to pay Salami as well or only the tax for the land? That is the question I need an answer for.
