In my opinion whatever evidence is produced to substanstiate the claim has to be proved, mere allegation based on newspaper clipping is not addmissible

SC has itself held clearly that newspaper, even original is not even ADMISSIBLE in evidence.
However, this ratio more relates to and applies in a regular trial of suit, etc. So far as PIL are concerned, it is not so. In fact, upon newspaper reports, SC or any HC can suo motu take action and issue appropriate writ, direction or order.

News papers are the best evidence of public grievances so it is admissible (even admitted by the court) as an annexure in PIL matters.

newspaper cuttings may be annexed but are not substantial peice of evidence, newspaper cuttings are not admissible in evidence.
nowadays the courts have gone quite strict on PILs, make sure there is genuine public interest and nothing frivolous.
