Police can't interfere without a complaint from the education department.
Just remember, there is difference between a school and a tuition centre. A school cannot be merely for two classes, specifically abanding the conduct of classes from I to VI and starting merely for VII & VIII.

make a complaint to the department of education who have full power to not only close such schools but also impose and recover heavy penalties from them.

first you generate evidence and then get complaint through a parent who is cheated. They themselves will do when informed about the evidence you can generate.
