can a person obtained power of attorney for full rights over property can further transfer his power of attorney to someone else?

if the original PoA has the relevant clause permitting the attorney to sub delegate the powers conferred on him, then he can lawfully issue such powers to any other person in the form of PoA.

A person in whose favour power of attorney has been executed can perform all the acts for which he has been authorised under the deed of power of attorney. If the Power of Attorney authorises him to further transfer his rights under the deed, he may further transfer such rights in such manner and to the extent he is so authorised.

He can further authorises or transfer his right under POA if the executant of POA says so.
