I am working in MDU, Rohtak. My office work is in shifts and I normally work in the evening shift from 2-9 pm. I have passed Ph.D entrance test of Kurukshetra University and joined Ph.d course in 2012, I also attended a 6 month course work required for the Ph.D programme.
At the time of registration I was not asked to deposit a noc from my employer even I have mentioned my working status in my application form. But now i have verbally asked to deposit the noc from my office, which I have secured on present day 18.03.2015. My office knows that i am doing Ph.d from other university and have no effect on the work as i am working sincerely to my duties. I know that prior permission is essential, but due to oversight this happened. I am completing my Ph.d in one month. My question can my university refuse adding my Ph. degree on record for taking the permission late.

No restriction, unless prescribed in your service conditions or included in the employees conduct rules.

You should request MDU to give you post facto permission and regret that you could not get it previously due to ignorance.

If employer gives ex-post facto permission the qualification can be added in record. If no the qualification will not be added.

I have already got the NOC against my request which I made last month, But I have not mentioned, when I have started the degree i.e. 2012. Do I clearly need to write again for ex. post facto permission.
Secondly can KUK take any action on getting my NOC of recent date, which they have not checked when they registered me in 2012.

Plz do suggest me what should be the wording for ex postfacto permission. As I have not yet completed my course and degree will be awarded after 4-6 months on submission of my thesis.

I agree with the experts advise, do not get panicked, concentrate on your research and job, nothing wrong/adverse will be there. No need to write any where as ex-post-facto, it would be presumed.

I am not able to agree with Dr Vashista atleast on this thread.
There is no provision on presumed permission.
Continuing study without permission of employer you are certain that qualification will not be added in service reocrd
In such situation it will not be counted for promotion.
Also no application will be forwarded for future employment where qualification so acquired is essential.
You also carry the risk of facing disciplinary action.
Choice is yours whether you have to take or not to take the permission

For post facto permission the wording / drafting should be as per departmental requirement worded after due consultation with departmental head. Take him in confidence to forward to the permitting authority with favorable comments..

You can obtain NOC effective from prior date if you can convince your authorities which will solve your problem.

It dependents up the wording of your application and the wording of the permission.
