i want file civil suit against illegal construction done by my ground floor neighbour he has brokhen all base wall and pillar and made commercial of that property what is procedure and expenses and can fight the case myself

You can file a civil suit for restraining him from doing so and restore the original structure. You can also fight the case yourself, provided you possess adequate knowledge of the law and procedure.
