Sir I was working at a private firm . i had to leave the company for which i mailed in my resignation , but i couldn't clear the dues relating to notice period recovery, at that time , so company terminated me without giving relieving letter. Now i'm appearing for civil services .Is relieving letter necessary for the same?

UPSC advertisement should be sufficient for you to understand that even those in Govt service are not expected to apply through employer for any of the UPSC exam
