Dear Experts,
My neighbour in my adjacent plot, is constructing his house and his house foundation is very high from the Road, so he encroached the road by building a ramp for vehicles entry and exit. so can i damage his ramp on my own as the authorities are not taking any action.

Apologies for asking the question in the wrong manner and as opinion, Road is 20 feet wide, due to encroachment it has now become 14 feet, have raised the issue with the municipal authorities, but they are yet to take action ( since it is a very common issue, they are avoiding it ) now the 14 feet road is going to become 10-11 feet,even if one parks bike it would be difficult for a car to go from that space, so I went and removed the 1-2 brick while constructing, and ordered them to stop, is it still illegal if I remove bricks from ramp that is occupying the road

Even if it is illegal to construct something on the road and there is no response from the municipal authorities, you cannot remove it. Your action is an illegal action.
What you can do is to force the municipal authorities to take action by making complaints, or by filing appeals if any appellate authority is there in your state for rectifying the inaction of municipalities, or by filing writ in the high court.

You can approach the High Court in a Writ Petition and seek mandamus against the municipal authorities.
