Regarding agriculture loan

Can a state goverment employee(who's have agriculture land own his name) start a pollyhouse for floriculture with help of loan(from bank)and subsidy(by government).

agricultural activity is allowed for govt servant.

But he is bound by obligation to take permission/intimation for financial transactions including loan.
