Dear panel,
I have completed my engineering from college which comes under Mumbai University.
The other day, i applied for leaving certificate & the account department of my college asked me to pay extra Rs. 100 to issue it.Is there any government resolution has been released asking students to pay for getting certificates?

Whether college is Government or Private?
have you referred the prospectus?
Private colleges generally decide other charges through internal process. You have completed the course, pay the charges and move forward.
Any legal action is uncertain to fetch desired results.

The fee is apparently decided as cost for fetching/relating record and printing the certificate.
Check the rules vide which the college has set such fee and rule vide Univ. has allowed to affix such charges for such certificate.
IN any case you must be having receipt of fee and certificate.

Anhishek forget it , its 100 Rs
Its open secret today for engineering college for un aided seat you have to pay around 5 lakhs donation.
3 Lakhs fee on receipt
and you are fighting for 100Rs.
If you want to target better think how to stop this 5 Lakhs donation.
Additionally for your information now a days college don't take donation in campus, they appoint some person , person who want admission need to go and give money to that person out of college in some secret location and they inform the management and then you get admission.

Additionally I will tell you 100Rs. can be some clerical level expenses which can not be accounted for . So they ask it

Thanks fo the reply. But sir, i am not the only one applying, there are 600 students like me.
Its also not the issue of 100 Rs. I only want to know whether its legal or not.

Matter of very small amount only, you have receipt, if it was irregular receipt would not have been issued.
It is better to forget episode of such small amount. Any legal action would be more costly and time consuming.

Although not a legal problem, there may be a matter of principle & prestige for the author, if he has posted a petty problem for legal opinion.
If that be so, why to discourage him from suing his college?
Even otherwise also, he could have contacted his college principal or the students union to get his matter sorted out instead of bring his petty academic issue at the LCI.

The student has not referred his prospectus, university list of extra charges, college list of charges to be levied for extra services, sought clarification from college in writing / otherwise, not referred to Principal / director, has been issued receipt of amount charged, I was of the opinion, there would be no use in extending the thread at this section.

Usually upto say Board level there is No fee.
The Univ/Colleges have been finding ways to improve their earnings.
Ideally there should be NO fee for leaving Certificate.
Student Unions can take up the issue if there has been has been a variance or even otherwise.
