Reply to the application for condonation of delay

An Appellant filed Regular Second Appeal (RSA) in the High Court for the States of Punjab and Haryana and moved an consolidated application for condonation of total delay of 2912 days in refiling of Regular Second Appeal. Appellant further mentioned in the application that delay is occurred due to the objections raised again and again by the Registry Branch of the High Court. Learned counsel for the State wrote a letter to the Respondent authority (Officer of State Govt.) and directed to file reply to the said application. Please tell me the base (contents) of reply to be filed by the respondent authority.

without facts of the case we are unable to give you our best opinion, you it is better state full facts of the case if you have.

How can we anticipate the facts of the case and moreover, the application is false on the face of it when the delay condonation has been sought for about 9 years. The department should seek the information from the Registry of the high court about that RSA which is claimed to be repeatedly returned by it under RTI Act so that good grounds may come in your hands and the claim of the application/appellant may be got falsified. I am sure that at least Punjab & Haryana High Court registry is not lethargic in such matters.
