it would be advisable firstly to exhaust all the possible remedies before moving the high court so write letters /complaints to all the concerned senior officials in this regard. if that does not work, move a writ petition to the High Court.

Move an application under RTI Act and seek:

1. Valid period under rules to enter/reject a mutation?

2. The date of receipt of your application seeking entry of mutation?

3. The day to day action taken over your application from the date of receipt of application till to date?

4. The names, designation and addressees of the officials who dealt with the aforesaid application from the first day of receipt till to date?

5, The copies of the comments of the aforesaid officials

6. The current status of the aforesaid application?

I think this shall suffice and the concerned Tehsildar shall come to your doors and shall beg your pardon and shall do all required before the expiry of one month of reply.

I cannot resist myself from appreciating mr.Makkadsir's advice. The reason is that this is administrative procedure and only personal approach makes things go,towhich one should not succumb.
