Since, your query is not complete.
So, check own at said unit under following definition:-
(h) "public authority" means any authority or body or institution of self- government established or constituted—
(a) by or under the Constitution;
(b) by any other law made by Parliament;
(c) by any other law made by State Legislature;
(d) by notification issued or order made by the appropriate Government,
and includes any—
(i) body owned, controlled or substantially financed;
(ii) non-Government organisation substantially financed,
directly or indirectly by funds provided by the appropriate Government;

By Unit Canteens you mean the Armed Forces Canteens I think
I think these canteens are covered under RTI as these are financially supported by the govt. and definitely fall within the definition of Public Authority.

Mr Darwy,
All the bodies which is being covered under the term Govt Offices can be covered by RTI but if something which is being asked in RTI can cause danger to the nations security then the authority can deny it to provide otherwise all the govt offices are covered under the Act.
