Power agent/holder of property can make a sale deed of that property to his blood relation (wife) or not ?

The POA needs to be seen.
Generally it is not valid due to conflict of interest.

If the power of attorney confers the power to sell the property he can do so even if it is in favor of his wife; but cannot gift the property to his wife or sell to his wife for consideration which is unreasonably low; it may be questioned by the owner as a fraudulent transaction.
