Sec 196 - using evidence to be false

Resp Experts,

Is, for the purpose of sec 196, the referred evidence must have been taken on oath before? is it compulsory?

No statement can attract perjury if the same is not made under oath.

If a false evidence has been submitted in collector proceedings (without oath) just as enclosure. Would it constitute offence under Section 192 or 193?
