Sir, I had received explation letter on February 2016 by my employer and I have submitted my reply. But now again my employer has issued me explation letter on the same lapses. Whether it is correct.

Is it the matter?
1. The employee's explanation is called for by a say; stinker, or Show cause Notice then employee should be alert and preferably approach a very able counsel specializing in labor/service matters to draft the fitting and substantiated reply.
2. If the explanation is not accepted then it becomes matter of concern.
You may show all docs on record to a very able counsel specializing in labor/service matters for a considered opinion.

Act on the advise of Experts.
Prefer to show to your able counsel and draft it appropriately and submit under proper acknowledgment.
It is one of the possibilities that something has been missed by employee.
If you are confident that nothing has been missed or overlooked submit it yourself.

It is not ethical to issue explanation letter second time on the same issues, but if management issued, reply the same.
