Service not given by lawyer

Dear Sir ,
two and half year back I engaged a Allahabad lawyer for a consumer court in delhi , I paid him fee asked by bank transfer , the case was not filed in court . Reason he is not giving now other lawyer are telling me case is time barred . How I can proceed in this case and how can my previous lawyer be punished for his misdeeds .

Ask for refund of money. If he does not then file complaint in Bar Council for his negligence as well non refund of money.
Now also you can file the case explaining the delay. It is permissible if the delay is beyond your control and genuine.
