Society member legal aspect after society formation

Dear sir

I stay in residencial society in.pune'Maharashtra having 30 members

Landlord who.owns 5 no of flats in the society did not sign on the society option & hence refusing himself as a society member as well as society maintenance contribution. He is also not ready to observe society bye-laws rules & regulations He obtained status quo from court on the process of conveyance deed.

1> As per cooperative law is he not member of the society?
2> Can our deemed conveyance go thru in the court inspite of status quo?
