Society registration

The builder has registered the society. Now at the first general meeting the builder has also elected the managing committee.

At this general meetging, there was no proper quorm..as there were only 8 Members present. Out of the 8 only 2 were entitled to serve as
any executives of the Society... the rest are yet to be formally accepted as Members.

Is this committee legal / Valid? What should have been the actual procedure?
