When quasi judicial authority or any administrative authy passes any order especially by using his / their discretionary power, in those circumstances, they have to mention reasons for arriving such decision instead of giving one line order.

Speaking order means the order is to be passed judiciously after taking into account all facts and circumstances and law position in a particular case known by the officer passing the order and any thing brought in the notice by the aggrieved person before the authority passing the order.
