Is it necessary for an advocate to affix stamps and court fee in a vakalath to be filed in proceedings of a quasi judicial proceedings?

Yes and it depends upon the enactment or purpose for which the quasi judicial body is established. For example in case of Human Rights Commission and state commissions carrying out quasi judicial functions, they do not involve court fees and vakalath even but mere assistance of advocate is allowed. Such like it differs from case to case. In cases of collector proceedings and state co-operative registrar proceedings to appear before them Rs.2 court fees has to be affixed along with petition. But it is a curable one is the point to be noted.

IN karnataka, there is no stamp duty therefore no stamp is necessary, but the State Bar Council may impose a stamp duty by way of welfare fund which is a compulsory and is in the form of Adhesive stamp and compulsorily to be affixed on vakalath.
Even quasi-judicial authorities can insist on such stamp duty.
