Stay order from state commission

Dear sir,
If preliminary objection raised by opposite party in district consumer forum is rejected by the LD district forum and the op prefers an appeal against the said order in state commission can the state commission grant stay order to the opposite party in the proceedings in the district forum

Stay is the discretion of the forum and not the right of the parties.
So without knowing the case history I can not comment on the outcome of stay petition hearing.
