Study leave for goverment class 1 officer for phd

CCS rules state that the maximum leave allowed is 2 years. For medical, it is 3 years. Now one person in enginnering back ground wishes to do PhD. This is impossible in 2 years. Is there a way he can get 3 years leave? He is a Nagaland Goverment Subdivisional Officer (assistant Executive officer)

study leave is two years only in entire career. It can be availed in broken spells.

you an avail other type of admissible leave in combination or by broken period.

one spell cannot be above 5 yr

yesterday I searched the internet and found F.R. & S.R. – PART III - Leave Rules
CENTRAL CIVIL SERVICES (LEAVE) RULES, 1972

54. Accounting of study leave and combination with leave of other kinds:



(1) Study leave shall not be debited against the leave account of the Government servant.(2) Study leave may be combined with other kinds of leave, but in no case shall be grant of this leave incombination with leave, other than extraordinary leave involve a total absence of more than twenty eightmonths generally and thirty-six months for the courses leading to PhD. degree from the regular duties of theGovernment servant.Explanation:- The limit of twenty-eight months/thirty six months of absence prescribed in this sub-rule includesthe period of vacation.(3) A Government servant granted study leave in combination with any other kind of leave may, if he sodesires, undertake or commence a course of study during any other kind of leave and subject to the otherconditions laid down in Rule 57 being satisfied, draw study allowance in respect thereof.Provided that the period of such leave coinciding with the course of study shall not count as study leave

hence 36 months looks there, but I feel sorry,why does law be looking so clumsy? why can't it directly say 36 m is allowed for PhD?
