If it is legal work, by yourself being a lawyer, you cannot take consulting activity officially.

Government employees are bound by the conduct rules. Check if the conduct rules prohibit such taking up of consulting job. Normally, only work done on honorarium basis, or social welfare work are permitted. For any other work, eventhough outside office hours, government employee has to take permission of the employer.
