(1) Whether the Assistant Registrar, CS, H-East Ward, Mumbai 400 028, has powers to take action under Sections 78, 75(5), 79(2), 88(1) and 89A of the MCS Act, 1960?
(2)If he has no such powers, which is the appropriate authority for taking such action?

The registrar as per definition in section 23 of MCS act is the person appointed by state govt. and is Registrar of Co-operative Societies. Assistant Registrar can only initiate action if the power is delegated to him by registrar. You havr to approach Registrar Co-operative Societies for grievance.
