There is punishment for abusive messages but there is no security in buying sim card.

anyone can buy a sim card using the xerox copy of any person's voter id and photograph.
if any fraud person manages to collect a xerox copy and a photograph of some other person he can make a sim card in other person's name.
in many mobile shop to purchase a sim card only xerox copy of voter id and photograph has to produce.but the customer does'nt have to fill up any form or doesn't have to sign.
so there is no security.
one can purchase a sim card in other person's name if one manages to collect a photograph and xerox copy of voter id anyway.
it is ridiculous.
any one can send abusive messages using a sim card which is in other person's name.
why most mobile companies does not give the customers to fill up a form when they sell a sim card ?
there should be a cusomer's signature.

but sir there are many mobile shop who sells sim card only taking a xerox copy of voter id and photograph. no signature is necessary.

write to the TRAI for making rules and regulations.

TRAI is the regulatory body to deal with such matters so better to avail its services.
