a person sought M Tech admission on false grounds in JNTU, Hyderabad and studying and also he claimed his scholarships while he is in service. how it can be solved?

What is that "false ground". If he got admission on wrong submission of material facts, such as requisite qualification and caste (claiming reserved category even though he does not belong so) etc. his admission will be cancelled and in addition to this criminal prosecuion will be initiated.

If a person forged records, impersonates, claims false income etc and if that comes under the purvies of an offence then you can approach the High Court or the police.
