Whether the Route permit issued by a State Govt., to a transport operator (bus) is a 'property' in the hands of operator, for succession?

No,It is the permission given by the State Government to transport his goods from one place to other without any litigation.

Thank you all. But one of my learned friends argue keenly bent otherwise. He says he had recently read SC ruling in an income tax matter that the route permit is property. But he doesnt remember the citation. Any comments?

Certain conditions are attached with the property like it can be transferred at the sweet will of the owner but in case of license, it is not open for the licensee rather in caseof becoming invalidment on any ground, this license is liable to be cancelled but in case of property, such thing never happens.

So license of route permit is not a property.
