Does a GPA holder can execute GPA in favour of other person without consulting principal executant?

No- The Power under GPA can not be re delegated / he can not authrise any other person .

a) Can GPA holder execute sale deed in favour of other person without consulting principal executant?.

b) Can a person holding GPA for 14 yrs execute sale deed in favour of other person without intimating/consulting the prinicipal executant.?

No GPA holder cannot exeute the another GPA in favour of another person.
