1. There is no legal bar to multiple persons signing on a single Revenue Stamp and is legally acceptable, PROVIDED appropriate value of revenue stamp is affixed corresponding to the value of the instrument.
2. Both signatories shall individually & severally, remain legally bound by their signatures for a single transaction.

1. Value of Revenue Stamp to be affixed depends on the type of Instrument and also varies from state to state.
2. IF one signatory is refusing his signature on Revenue Stamp, THEN the instrument becomes infructuous, UNTILL you prove to the contrary with proper documentary evidences and witnesses.
3. For legal & techinical requirements, coordinate one-to-one with a local lawyer practicing Revenue matter .OR. with a local Chartered Accountant.

Yes, it is valid. you can file suit for recovery of money making both of them jointly liable for the principal amount and interest.
