My brother's wife filed a false 498a,DV against my family (7 members) last year, since the case was false, police was not able to file charge sheet against it, we have filed quash petition in high court (4 months before), now suddenly in high court, my brother's wife lawyer told that the charge sheet in filed, but when we went and asked for copy of the charge sheet in my District court, they informed us that the charge sheet is not filed by the police.
Question
1. Can i file RTI to know whether the charge sheet is filed?
2. To whom should the RTI directed to ? police or court?
3. Can i ask the police why there is a delay in filing the charge sheet ?
