a central govt job and graduation under regular courses at a same time

One person works in the central government. After joining, he was admitted to a collage and he completed undergraduate and
postgraduate courses in regular courses without the permission of the higher authorities of the Postal Department. The distance between his work place and the collage is 130 kilometers. Is it a criminal act? What are the penalties if the offense is eligible?

It is possible if the government/govt sector undertakings sponsor him to study regular course by sanctioning leave with salary during the entire period of study(mostly two years of post graduation) like M.E/M. Tech or MBA. ... Both are very rare chances one can get to do regular degree courses.

1. It is in no way a Criminal Act. IF dept., wishes, the person may be subject to disciplinary action, which may extend to suspension /termination, subject to various parameters.
