About harassment by landlord

I take a room for rent in Delhi last month, there is no written or oral agreement between landlord and us. After 25 days I tell the owner to left the room due to outstation shifting, he misbehave and abuse with me and said to pay 1 month rent. But owner told told me in starting about notice period. He tell me that I would lodge fake complain against you in police if you not pay 1 month rent.

Can I compalin regarding this and where
