You are a resident of Uttarakhand for the last three years so you are a resident of  Uttarakhand, you can not be treated as resident of U.P. Police verification will be done at your pesent residence at Uttarakhand.

but according to uttrakhand govnmt  no one can be permanent resident of uttrakhand untill it have 15 years living time they providing permanent certificates to only who live before 1985
