Advocate - power of attorney - not on record

A person(women) has given power of attorney to (step-son ) Step-son filed second appeal in court based on this power of attorney as matter of fact--- step-son filed for copy of some proceedings ( read without advocate's help ) which is rejected by court-office saying that power of attorney is "NOT ON Record" Step-son approaches advocate for bringing power of attorney "on record" advocate not doing 1) Can step-son of its own ( read without advocates help ) bring Power of attorney on record in second appeal if YES then HOW ? 2) How can one put pressure/force advocate to bring PoA on record 3) What is the benefit to advoacte by not bring PoA on record.
