Agriculturist outstate wish to buy land in gujarat

I am agriculturist in MP & Maharashtra. Seeking clarification on High Court Gujarat judgment in 2017. Where previously only agriculturist from Gujarat can buy land(till 2012)...but as per this judgment out state farmer can own agriculture land. Pls guide.

 You will have to apply to District Collector for permission under section 65 and 43 of the concerned act before purchase of agricultural land in Gujarat.
