a person by filing a false affidavit with the help of MRO changed the name in ADANGAL and further applied for 1B although it was sold to some X and later converted to Panchayat layout .Now he is claiming it is his land although it was converted to layout

Revenue matters are never conducted expeditiously. You have the option of filing a Writ, if so advised.

As this a fraud, you can file a police complaint against the person that filed a false affidavit and mark a copy through Registered post.  You can also issue notice to Joint collector as a grievance.  The fundamental fact is in what way you are connected to the issue.  A mere mutation can not give a title and it can be challenged in a court of jurisdictional court, which is having the final say.

First, file RTI Application to MRO and seek certified copies.

Information solicited:

1. Please provide me entire Public documents connected with mutating property from....................Name) ...to ....................(Name) .in survey No................at..............village .........as per MRO orders Ref..................dt.....................in the form of certified copies.

2. Please provide a copy of the laid down procedure to be adopted for mutating the name,

3.Please provide copy of those orders/notifications/circulars on further appeal process to Joint collector by aggrieved parties. for the mutation.
