delhi subordinate services selection board has announced 180 posts of juniour engineer in delhi jal board , in which 74 seats is of reserved category i.e. OBC category of delhi only

but at the time of result they only selected 52 candidates and admission were closed , RTI filled they they gave reply that minimum qualification to pass written exam is 35% for OBC delhi category and there are 20 seats still vacant .

many candidates are from delhi OBC category and having more marks than minimum qualification marks given in RTI i.e. 35 % , and seats still vacant .

case filled in CAT and delhi subordinate selection board states admission are closed because only 52 candidates got qualified.  they have forget that in RTI filled it clearly states whats the minimum qualification and candidates still having above marks than minimum qualification , seats still vacant but admission closed .

please suggest how to take case in our favour.  any case law regarding it ?
