Biased dv act?

DV Act itself is biased. Okay, court has powers to grant what wife asks if she does not have home, she then needs to be given a place to stay ie the marital home. What after that? Does the judge or the court go and see what is happening in the house to the wife or the husband? If police protection is also given, to what extent can it be possible? Given the number of DV act cases filed in the country. If everyone would be given protection then are we left with enough police for other purposes? After gaining entry into the inlaws house, what if the wife goes and files another case against her husband and in laws in dowry act case ie 498a?
